Yes, you can do all of this on your countertop. A few words on tha, however. I use mine to make broth all the time. It is very convenient. It doesn’t use a burner. It doesn’t mean a hot pot and live fire. It mean start it and walk away. Is it really faster? Not necessarily. I set mine on the broth setting for 30 mins. But that time does not account for the heat up and pressurize time or the time to release the pressure. Also there seems to be a bit more cleaning time on my pressure cooker. In the end, I am not sure it actually saves time. Maybe, I am doing it wrong. Where the pressure cooker shines is that it is very consistent. You push that button and you know what you will get. All the steps are the same for the machine.

Remove chicken from the bag. Cut away the breast. Cool and store. You can also remove any other meat that you can. Sometimes the wings, legs and thighs are pretty dried out. If they are add them to the pot, they will flavor the broth.
Put chicken bones and skin in a heavy bottomed pot, cover with water.
Bring to a simmer over medium heat
Simmer at for at least an hour.
Remove chicken and let cool
Salvage any meat remaining.
Strain broth into a large jar or other container/s
Use the chicken however you like.
